Nathan Norman’s Policy Priorities

A. Civic Engagement and Transparency

  1. Create transparent, participatory processes for resident-led governance and accountability.
    • Hold community forums and District 2 listening sessions.
    • Expand digital engagement.
    • Establish a Resident Advisory Board.
  2. Reform the appointment process to Skokie’s boards and committees to bring diverse voices to the table so we can build stronger policies and a more connected community.
    • Advertise openings broadly.
    • Make screenings and appointment processes more equitable, inclusive, and transparent.

B. Economic & Workforce Development 

  1. Ensure economic development is strategic and that all developments benefit the Village and use our tax dollars productively. Properly vet all proposed developments.
  2. Expand our economic development focus, rather than limiting it to Old Orchard. Revitalize downtown, Main Street, etc.
  3. Support small businesses and entrepreneurs:
    • Create policies that improve access to resources and funding streams and that provide financial and technical support for small businesses.

    • Promote local procurement initiatives, encouraging government and institutions to buy from local vendors.

    • Identify and reduce barriers for small businesses to open and thrive in Skokie (e.g. zoning, licensure, commercial rent, etc.) Cut red tape and streamline processes to foster entrepreneurship.

    • Support minority- and women-owned businesses through targeted funding and mentorship programs.

  4. Expand workforce training programs to connect residents with high-demand, living-wage jobs.
  5. Strengthen partnerships with local businesses, unions, and educational institutions to create career pathways.

C. Sustainability & Environmental Responsibility

  1. Ensure timely implementation of Skokie’s Environmental Sustainability Plan.

  2. Promote green infrastructure projects, including urban tree planting and renewable energy initiatives.

  3. Support incentives for businesses and residents to adopt sustainable practices, including badges for eco-friendly businesses.

  4. Expand access to public transportation, bike-friendly infrastructure, and EV charging stations to reduce carbon emissions.

  5. Advocate for responsible waste management and recycling programs, including expanded access to composting.

  6. Ensure environmental justice by addressing pollution and sustainability issues in underserved communities.

  7. Ensure responsible oversight of infrastructure maintenance and improvement, including lead service line replacement.

D. Transportation & Infrastructure

  1. Improve pedestrian and bike-friendly infrastructure to enhance accessibility and safety. Identify unsafe intersections and work with residents and all involved jurisdictions to make them safer. 

  2. Invest in road maintenance and sustainable urban planning to support community growth.

  3. Ensure transportation equity, making commuting more affordable and efficient for all residents.

  4. Advocate for expanded and more reliable public transportation options.

E. Affordable Housing & Housing Stability

  1. Promote creative solutions that support affordable housing and housing stability without burdening taxpayers, including a community land trust. 

  2. Support responsible policies and developments that prioritize affordability, accessibility, and broad housing options to fit the unique needs of all households that contribute to Skokie’s wonderful diversity. 

  3. Ensure that all our Skokie neighbors can afford to stay here, including elders, working families, people with disabilities, immigrants, young professionals, and essential workers.

  4. Expand housing assistance programs for vulnerable populations, including seniors and low-income families.

  5. Promote policies that protect renters and create pathways to homeownership.

F. Equity, Aging Population, & Community Well-Being

  1. Ensure older residents have access to affordable healthcare, housing, transportation, community engagement, and essential services.

    • Expand senior-friendly transportation options, ensuring accessibility and independence.

    • Support programs that combat senior isolation through community engagement and wellness initiatives.

    • Advocate for caregiver support programs and resources for families caring for elderly loved ones.

    • Increase funding for home modifications and accessibility improvements that allow seniors to age in place.

  2. Make decisions using an equity lens. 

    • Ensure that each person of every gender, sexual orientation, race, nationality, religion, age, and ability feels safe, valued, and included in our richly diverse Village. 

    • Listen to and center the needs of each unique community. Promote policies that ensure those needs are met (e.g. ensuring safe walkability near synagogues, addressing racial disparities in housing and community safety, etc.). 

    • Strengthen protections of rights and access to needed services, including full reproductive and gender-affirming care.

  3. Ensure that policies and programs focused on community health, well-being, and safety are supported and well-funded.
